According to Tax Foundation's 2005 list of the 50 states' tax rates, Oregon ranks number 36, with a tax rate of 9.60%, relatively well behind neighbors Washington and Idaho (numbers 24 & 27 respectively at 10.00%) and California (number 20 at 10.30%) and below the U.S. average of 10.10%. Oregon's low overall ranking is largely due to the absence of sales tax, which has been proposed and rejected by voters nine times. The state's personal income tax (see rates below) is among the highest in the nation and Oregon's primary source of revenue (71.5% in 2002). Portland ranks number six among U.S. big cities in tax burden. Property taxes are close to the US average and rates in the Portland area can be found below. 58% of state taxes are used to fund education, 22% pay for welfare and the Oregon Health Plan and 16% are used to fund public safety.
